About the Role 

Virginkar & Associates, Inc. (VAI) is seeking an Estimator.  Candidate works under general supervision creating cost models for estimating elements; estimates labor and material costs of production and engineering in response to Request for Proposal data submitted by prospective customers.  Interfaces with A/E’s and subcontractors to elicit engineering and cost data regarding project feasibility and projected budget. 

Key Responsibilities 

  • Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates costs using labor and material pricing schedules and historical data.  

  • Collects cost data from functional representatives, subcontractors, and vendors. 

  • Computes cost estimates of subcontracted work and labor.  

  • Prepares and maintains historical cost data.  

  • Creates cost models for estimating elements.  

  • Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors. 

  • Responsible for development of comprehensive estimate plans, estimating man-hour estimates, and schedules. 

  • Reading and interpreting process flow diagrams (PFDs), Piping & Instrument Diagrams (P&IDs), Plot Plans and General Arrangement Drawings – experience in Transit projects preferred. 

  • Material Take-Offs from Engineering Drawings for the following disciplines – Mechanical Equipment, Civil, Buildings,  Earthwork, Concrete, Steel, Piping, Insulation, Instrumentation and Electrical. 

  • Soliciting and evaluating preliminary/budgetary quotes. 

  • Pricing process and utilities equipment for the above industries and all associated costs including freight, transportation, handling, heavy lifts, and installation. 

  • Pricing bulk materials for the above disciplines. 

  • Wide variety of estimate types – conceptual / order-of-magnitude / preliminary / early budget / budget-control / definitive. 

Development of:  

  • Construction scope descriptions / write-ups. 

  • Man-hour installation costs for the above-noted disciplines.  

  • Detailed craft wage rate calculations and regional index applicability are a must. 

  • Familiarity with FTA’s standard cost categories (SCCs). 

  • Craft productivity assessments. 

  • Construction indirect estimates, including staffing plans, construction equipment spreads, and temporary construction Facilities. 

  • Professional services estimates – engineering, procurement and construction management. 

  • Domestic and ocean freight, duties, sales and use taxes, and international logistics and transportation. 

  • Normalization and escalation calculations. 

  • Risk analysis and contingency assessments. 

  • Comprehensive basis of estimate (BOE) write-ups. 

Qualifications 

  • B.S. in engineering plus 5-7 years of related experience or demonstrated equivalency of experience and/or education.  

  • Experience on transit project a plus. 

  • High level of proficiency in ProEst, Stack, Sage, Planswift, Bluebeam Revu, Buildertrend, RS Means, ACCE, or other estimating software. 

  • High level of spreadsheet proficiency. 

  • Excellent oral and written communication skills. 

  • Ability to read and interpret construction drawings, specifications and construction contracting methods is a must. 

  • Understands CPM Scheduling concepts and principles and can develop basic engineering, procurement and construction logic. 

  • Understands concepts and principles of scope control and change management and earned value methodology.  

  • High Integrity. 

  • Detail Oriented. 

  • Ability to travel.
